Frances Cromwell, Lady Russell (c. 6 December 1638 – 27 January 1720) was the ninth child and youngest daughter of Oliver Cromwell, Lord Protector of the Commonwealth of England, Scotland and Ireland, and his wife, Elizabeth Cromwell. The Cromwell family is an English aristocratic family descended from Hugh de Cromwell who came to England with William the Conqueror. Its most famous members are: Thomas Cromwell, 1st Earl of Essex; and, Oliver Cromwell, the Lord Protector.

She married again to Sir John Russell in 1663, then after his death lived with her sister Mary and her family.
Frances Cromwell was born circa 1638 to Oliver Cromwell, Lord Protector of England (1599-1658) and Elizabeth Bourchier (c1597-c1665) and died 27 January 1720 of unspecified causes. She married Robert Rich (1634-1658) 11 November 1657 in Whitehall, Greater London, England. She married John Russell, 3rd Baronet of Chippenham (c1632-1669) 7 May 1663 .
