Mehmed V. Mehmed V was the sultan of the Ottoman Empire from 1909 to 1918. However, he was ruler in name only. During his reign the empire was actually controlled by the Committee of Union and Progress (CUP), an organization of the Young Turk movement. Mehmed V was born on November 2, 1844, in Constantinople (now Istanbul), Turkey.
