When he became king, his cabinet ruled, much like in his father's time. The cabinet was led by Count Johann Hartwig Ernst von Bernstorff. When he toured Europe, he met Johann Friedrich Struensee, a medical doctor, who was influenced by the ideas of Enlightenment. Struensee soon gained influence at the court.
Bernstorff was born in Hanover as a nephew of the statesman Johann Hartwig Ernst von Bernstorff (1712-72), whose position probably introduced him to Danish politics. His uncle induced him to study in the German and Swiss universities and travel for some years in Italy, France, England and Holland, to prepare himself for a statesman’s career.
Struensee was ambitious and petitioned the Danish government through Minister of Foreign Affairs Count Johann Hartwig Ernst von Bernstorff for funds. [editorializing] He tried his hand at writing Enlightenment treatises and published many of them in his journal Zum Nutzen und Vergnügen ("For benefit and enjoyment").
Count Johann Hartwig Ernst von Bernstorff (German: Johann Hartwig Ernst Graf von Bernstorff; 13 May 1712 – 18 February 1772) was a German-Danish statesman and a member of the Bernstorff noble family of Mecklenburg. He was the son of Joachim Engelke Freiherr von Bernstorff, chamberlain to the Elector of Hanover.
