La capital del distrito es la ciudad de Saalfeld/Saale .
Saalfeld wurde frühzeitig Reichsdomäne, kam aber unter Philipp von Schwaben an Thüringen. In der Folge wechselte Saalfeld die Herren oft, bis Stadt und Gebiet unter Johann Ernst, dem jüngsten Sohn des Herzogs Ernst des Frommen, 1681 zu einem selbständigen Herzogtum wurden. Saalfeld war auch Münzstadt des obersächsischen Kreises.
