The dangers of a complacent nation being manipulated and taken over by Fascism and Hitler's Third Reich were a possibility at the time and through his film Capra provided a model for the ordinary “John Doe” to live by amidst these larger than life threats.

The paper is forced to rehire Ann and hires John Willoughby to impersonate "Doe." Ann and her bosses cynically milk the story for all it's worth, until the made-up "John Doe" philosophy starts a whole political movement.
