Han var Guyanas statsminister 1984 – 1985 og deretter landets president fra 6. august 1985 til 6. oktober 1992 . Hoyte ble innvalgt i Guyanas parlament i 1968 som kandidat for People's Democratic Congress.

Hugh Desmond Hoyte fue un médico y político guyanés que fungió como tercer presidente de al República Cooperativa de Guyana entre 1985 y 1992. Como último primer ministro del gobierno de Forbes Burnham desde 1984, Hoyte asumió la presidencia tras su muerte en agosto de 1985.
