Background and education Wellesley was the third son of Lord Arthur Wellesley (later 4th Duke of Wellington) and Lady Arthur Wellesley (later Duchess of Wellington, née Kathleen Bulkeley Williams). He was baptised at St Jude's Church of Ireland parish church, Kilmainham, Dublin, on 27 September 1885. He was educated at Eton.
Lord Bulkeley was to be followed by his nephew Richard (son of his half-brother Sir ROBERT WILLIAMS, 1764 - 1830), who received the king's special permission to assume the name of Sir RICHARD BULKELEY WILLIAMS BULKELEY in 1827; he was born 23 September 1801, and died 28 August 1875.
Kathleen Emily Bulkeley Williams was the daughter of Captain Robert Griffith Williams and his wife, Mary Anne Geale, daughter of Piers Geale, of Dublin. She was married on October 24, 1872 to Lord Arthur Wellesley, the future 4th Duke of Wellington.
