Finland is a parliamentary Republic under the 1999 Constitution. The Head of State is the President of the Republic and the Government is led by a Prime Minister. Finland was formerly considered a semi-presidential parliamentary system, but pursuant to the 1999 constitution and the 2012 constitutional amendments, it is now a full parliamentary democracy.

If the president must share—or, in some cases, cede—executive authority to a prime minister and cabinet who depend on parliamentary confidence, then the system is neither presidential nor parliamentary but rather a hybrid. Such a system has been in place in France since the establishment of the Fifth Republic (1958).
