Thomas Mann Randolph Jr. (October 1, 1768 – June 20, 1828) was an American planter, soldier, and politician from Virginia. He served as a member of both houses of the Virginia General Assembly, a representative in the United States Congress, and as the 21st governor of Virginia, from 1819 to 1822.
Randolph supervised work on Mulberry Row, from the construction of slave dwellings r, s, and t to the sawyers at the saw pit. Jefferson asked Randolph to monitor the treatment of enslaved individuals, once having him “speak to Lilly [an overseer] as to the treatment of the nailers.”

Randolph's father, also named Thomas Mann Randolph (1741-1793), was Thomas Jefferson's second cousin, and Jefferson and the elder Thomas Mann Randolph spent a significant part of their childhoods together at Tuckahoe after the latter's father died in 1745.

In his will, Jefferson conveyed the Monticello estate to Thomas Mann Randolph, Jr., his daughter Martha’s husband, and then in trust to Martha. He named his eldest grandson, Thomas Jefferson Randolph, as his executor.
