Dirk Kempthorne (2006–2009) Dirk Arthur Kempthorne was born October 29, 1951, in San Diego, California. He earned a B.A. from the University of Idaho in 1975. From 1975 to 1977, he served as executive assistant to the director of the Idaho Department of Lands.
Kempthorne was elected mayor of Boise, Idaho in 1985 and served for seven years before being elected to the Senate for one term. During his two terms as governor, Kempthorne achieved the largest Indian Water Rights settlement in Idaho’s history, ending 150 years of dispute.
