    Era figlio di Ferrante II Gonzaga e di sua moglie, Vittoria Doria, figlia del celebre ammiraglio genovese Andrea Doria. Il suo regnò durò poco poiché morì pochi mesi dopo che il padre gli lasciò il trono. Dal 1630 fu commissario generale imperiale per l'Italia.

    Egli nel 1612 si sposò con Isabella Orsini (1598-1623), figlia del duca Virginio Orsini di Bracciano e di Flavia Damasceni Peretti. Cesare ed Isabella ebbero due figli: 1. Ferrante III(1618-1678), che divenne il suo successore; 2. Vespasiano (1621-1687), viceré di Valencia.
