Mexico is a federation of 31 sovereign states. All constituent states of the federation must have a republican form of government based on a congressional system. The executive power is vested upon a governor elected by first-past-the-post plurality without the possibility of re-election.
The federal government represents the United Mexican States and is divided into three branches: executive, legislative and judicial, as established by the Political Constitution of the United Mexican States, published in 1917.
All Mexican states are divided into municipalities. Each municipality is autonomous; citizens elect a "municipal president" ( presidente municipal) who heads a municipal council ( ayuntamiento ), responsible for providing all the public services for their constituents.
