22 de jun. de 2006 · I don't think "to waste time in v+ing" is wrong. But I would certainly choose A) out of the two options in the OP and I find "on" grammatically wrong. Yes, I agree with elroy that "to waste time by v+ing" is also correct. But "waste time on something" is definitely correct as it's listed in the Cambridge Dictionary.
