Creators Todd A. Kessler, Glenn Kessler, and Daniel Zelman developed the series as centering on the relationship between a mentor and a protégée: two women in powerful positions. Casting
When creators Kesslers and Zelman pitched the show to executives at FX, network president John Landgraf suggested they consider Glenn Close for the main character Patty Hewes.
