Robert Michael James Gascoyne-Cecil è nato a Sutton Courtenay il 30 settembre 1946 ed era il figlio maggiore di Robert Gascoyne-Cecil, VI marchese di Salisbury, e di sua moglie Marjorie Olein Wyndham-Quin.
