There is evidence that he was an extensively read, if not a minutely accurate classical scholar; and it is noteworthy that Demosthenes was his favorite author, and that he diligently cultivated the faculty of expression by the practice of translation and re-translation.

He was Chancellor of the Exchequer from 1782–1783, 1783–1801 and 1804–1806. He was prime minister of the United Kingdom from 1783 to 1801, and again from 1804 until his death.
