He was a philanthropic ruler and a successful soldier-emperor who led the Roman Empire to its greatest territorial extent by the time of his death.

Nicholas II, the last Russian emperor (1894–1917), whose autocratic but indecisive rule and disastrous military ventures led to the Russian Revolutions of 1905 and 1917.
