The North American Numbering Plan (NANP) is a telephone numbering plan for twenty-five regions in twenty countries, primarily in North America and the Caribbean. This group is historically known as World Zone 1 and has the international calling code 1. Some North American countries, most notably Mexico, do not participate in the NANP.
There are also 80 area codes reserved for future expansion of the numbering system, that is, those whose middle digit is 9. Article North American Numbering Plan expansion tells how they might be used. This makes a total of 322 currently unused area codes, or 40% of the total space of 800 possible area codes.
The North American Numbering Plan Administration (NANPA) is now overseen by NeuStar, which will probably face the task of adding one or two digits to each number, likely sometime after 2038.[15] During that time, all public and private phone systems within the NANP area will have to be upgraded and reprogrammed (or even replaced) to recognize the new dialing rules.
A lot of us "area code philes" do not like this plan at all. We generally prefer the N9XX plan or some close variant of it. Also, the 00/11 plan is proposed by, I believe, a billing forum of the industry. If the FCC looks into it, I would hope that ordinary users help sink the 00/11 plan.
