I can't fully understand it (I don't recognize some signs), but it looks like Kassite to me. The language is Sumerian, but you know, from the Ur III time on this kind of inscriptions are "written" in Sumerian but actually read in Akkadian (as if everything was written with sumerograms). What I can read is: ur X X X. X an ki-né. dumu lugal X X. 4.
