According to the chronicle of Tewkesbury, Oddo and Dodo, two Saxon lords who lived during the reign of three Mercian kings, Ethelred, Kenred, and Ethelbald, founded the first monastery at Tewkesbury. (fn. 1) Modern research has shown that Oddo lived at least 300 years (fn. 2) after Dodo.

The Abbot of Tewkesbury, however, also exercised extensive privileges, so that there was an interweaving of jurisdictions; and the existence of some of the features of a corporate borough before 1575, when the town achieved corporate status in law, made local government more complex.
