Canning suggested that the U.S. and Britain make a joint declaration, because both nations had motives for limiting colonialism (besides their own) in the Americas.

His father, a failed businessman and his mother an actress, Canning was taken under the wing of wealthy relatives who funded his education at Eton and Oxford. Canning would later enter politics and in 1793 he won a seat in Parliament.
