I remember that Scott Allie answered this question in a Hellmail from some Hell on Earth issue. Basically he said that an entire Hellboy line for a toy company is not viable if it doesn't have a connection with a film, let's face it (unfortunately) the films ARE more famous than the comics and yet none of them are thaaat popular among the general public.
