I've wondered this for a long while. It would definitely take some time for the British and Norwegian governments to track him down since the Red Army lives in total secrecy. We do know there's a warrant for his arrest and his bounty is worth 1.5 million British pounds. We are already aware of a few crimes he committed such as illegal construction of a secret lab, destroying Edd's house ...
