Hace 5 días · In mid-January 1916 Vice Adm. Reinhard Scheer replaced cautious Adm. Hugo von Pohl as commander in chief of the High Seas Fleet. Scheer felt that a more aggressive war policy might prove fruitful, and he soon formulated a plan in accordance with that belief.
