It declared its sovereignty in 1989 and received independence in 1991. Its population is predominantly Azerbaijani (Azeri). The capital, Baku, lies on the Caspian Sea.

In the late Soviet period, an ethnic-Armenian separatist movement sought to end Azerbaijani control over the region.
