11 de may. de 2024 · ביוזמתו בשנת 1856 הוצא הצו הסולטני (Hatt-i Humayun), שגילם את עקרונות רפורמות התנזימאט. הצו כלל הוראות להבטחת שוויון לכל האזרחים ללא הבדל דת, רפורמה במערכת המשפט והקמת מערכת חינוך מודרנית. הצו זכה לכינוי "הצו הנשגב של ביתן הוורדים" שכן הוא נחתם בגן הוורדים בארמון טופקאפי במעמד פומבי.
