Synopsis. After picking up the T2 Gaia Memories from Jun Kazu, [a] Foundation X agent Tabata leaves the city of Fuuto for his organization's headquarters, only to be attacked by Katsumi Daido, leader of the terrorist organization NEVER, who steals the Eternal Memory and transforms into Kamen Rider Eternal.

Which I think makes no sense since the show was never really supernatural. But I do have an alternative theory. The Lost Driver is Philip's that he obtained in the W novel that he put away in the end. And that in the search for the T2 memories they took it out and was left there. A Shotaro simply hallucinated Skull pointing out the driver.
