Before that, he worked as a secondary school teacher and as a Lecturer in the Sir Robert Black College of Education. Professor Lee graduated from The University of Hong Kong and subsequently received an MSc degree from the University of Oxford, and an MA (Education), PhD and Diploma in Education (with distinctions) from CUHK.

柏立基教育學院（英語： The Sir Robert Black College of Education ），原稱柏立基師範專科學院，簡稱柏師，是一所曾經在香港提供專職教師專業培訓的院校，於1960年創立，以時任香港總督 柏立基爵士命名。
