Timothy Seymour Black (born August 30, 1953) is a senior United States district judge of the United States District Court for the Southern District of Ohio . Education. Black earned an Artium Baccalaureus from Harvard College in 1975 and then earned a Juris Doctor in 1983 from the Salmon P. Chase College of Law at Northern Kentucky University.
