Carter Glass (January 4, 1858 – May 28, 1946) was an American newspaper publisher and Democratic politician from Lynchburg, Virginia. He represented Virginia in both houses of Congress and served as the United States Secretary of the Treasury under President Woodrow Wilson.

As a member of the U.S. House of Representatives, Carter Glass co-sponsored the Federal Reserve Act. As secretary of the Treasury from 1918 to 1920, he also served as ex officio chairman of the Federal Reserve Board.

About the Artist. Born and trained as an artist in New York City, J. Campbell Phillips (1873 - 1949) began his career at the age of fifteen as a magazine illustrator. He later made a specialty of depicting life in rural black America. Once he turned to portrait painting, he received many prizes and established a solid reputation as a portraitist.
