William A. Halter Jr (born November 30, 1960) is an American politician who served as the 18th lieutenant governor of Arkansas from 2007 to 2011. A member of the Democratic Party, he was elected to succeed the late Republican Winthrop Paul Rockefeller in 2006, defeating Republican challenger Jim Holt .

Scenic Hill Solar of Little Rock has landed an agreement to create the state’s largest commercial solar project for the University of Arkansas System, and to CEO Bill Halter’s delight, one of the arrays will be on Scenic Hill itself.
Bill Halter brings extensive leadership experience in both the public and private sectors. Elected as the Lieutenant Governor of Arkansas in November 2006 with over 57 percent of the popular vote, Bill was subsequently elected by his colleagues as Chair of the Democratic Lieutenant Governor’s Association.
