Sir Philip Francis GCB (22 October 1740 – 23 December 1818) was an Irish -born British politician and pamphleteer, thought to be the author of the Letters of Junius, and the chief antagonist of Warren Hastings. His accusations against the latter led to the impeachment of Warren Hastings and Elijah Impey by Parliament.

Sir Philip Francis was an English politician and pamphleteer, known as an antagonist of Warren Hastings, the first governor-general of British India. The son of a clergyman, he was educated in Dublin and London and held a variety of clerical posts in the government from 1756 to 1773.
