Hilltops Council is a local government area in the South West Slopes region of New South Wales, Australia. This area was formed on 12 May 2016 from the merger of Boorowa Council, Harden Shire and Young Shire. The local government area covers much the same area as the Hilltops wine region.

Boorowa (/ b uː r oʊ w ə /) is a farming village in the Hilltops Region in the south west slopes of New South Wales, Australia. It is located in a valley 340 kilometres (210 mi) southwest of Sydney around 490 metres (1,610 ft) above sea-level. The town is in Hilltops Council local government area.

Settlement is based mainly in the townships of Boorowa, Harden Murrumburrah and Young, and the villages of Bendick Murrell, Bribbaree, Frogmore, Galong, Jugiong, Koorawatha, Monteagle, Murringo, Reids Flat, Rugby, Rye Park and Wombat. The area roughly corresponds to the Hilltops wine region.
