I’ve always wondered about this scene because while I like Atsushi’s hypothesis that Wells isn’t actually human, instead being an ability that manifested after their users death just like Rimbaud, Gab and Shibusawa (I can’t think of anyone else lol.) however something about it has always bothered me.
I just finished reading volume 21 on the manga and it seems like Fukuchi is as overpowered as it gets. His ability and time-space cutting sword makes it impossible for anyone to beat him. However, there's one character that could possibly counter him: HG Wells.

So about H. G. Wells, her ability 'time machine' can slow down time around her. She also can send memories back in time, but I don't want to focus on that, here. Anyways, I realized that the singularity between Odasku's and Gide's ability had the same effect.
