En 1903, se crea la primera escuela de trabajo social de la COS, aunque hay autores que no la consideran escuela porque dicen que no reunía todas las características de una escuela como tal. Ésta se crea gracias a la instancia de O. Hill, ella es quien más lo promueve.

Octavia Hill (3 December 1838 – 13 August 1912 [1]) was an English social reformer, whose main concern was the welfare of the inhabitants of cities, especially London, in the second half of the nineteenth century.
One of the three founders of the National Trust, Octavia Hill was a pioneering thinker and social reformer. She worked tirelessly to improve urban housing and to protect green spaces and the impact of her life and work is still being felt.
Octavia Hill (born Dec. 3, 1838, Wisbech, Cambridgeshire, Eng.—died Aug. 13, 1912, London) was a leader of the British open-space movement, which resulted in the foundation (1895) of the National Trust for Places of Historic Interest or Natural Beauty.
