This problem mainly stemmed from the fact that the primary members of the League of Nations were not willing to accept the possibility of their fate being decided by other countries and (by enforcing unanimous voting) had effectively given themselves veto power. In total, 63 states became members of the League of Nations (with at most 60 at the same time), which represents a great majority of the states existing at that time. However, the League never succeeded to become a truly universal organization.
