A member of the Democratic Party, he represented Arkansas in the United States Senate from 1913 to 1937, serving for four years as Senate Majority Leader and ten as Minority Leader.

He continued in office until 1913, when he resigned to become governor of Arkansas. The state legislature, however, immediately elected him to fill a vacancy in the U.S. Senate.
