I feel as though portraiture fairly exploded in Elizabeth's time (girl loved a glam portrait), but it seems as though a lot of the best portrait painters of Henry's era didn't churn out much (compare say Holbein's output to that of Winterhalter, a famous 19th century artist of the nobility), and there seem to have been fewer active court or royal focused artists in general.
