After his East Indies stint, de Graeff became envoy in Tokyo (1919-1922) and in Washington (1922-1926), and was governor-general of the Dutch East Indies from 1926–1931. There, de Graeff tried in vain to conduct an ethical regime that catered to moderate nationalists.

Cornelis de Graeff, often named Polsbroek or de heer van (lord) Polsbroek during his lifetime was an influential regent and burgomaster (mayor) of Amsterdam, statesman and diplomat of Holland and the Republic of the United Netherlands at the height of the Dutch Golden Age.
Cornelis de Graeff grew up in Den Haag, while his father was advisor of finances and finance minister of Holland (Meester ordinaris van de Rekenkamer van Holland). Education After he studied law at the University of Leiden he married in 1675 to Agneta Deutz (1657–1678). Career Johan de Witt was a cousin of him.
