A lawyer by training and an evangelical christian by belief, Perceval first entered Parliament in 1796 as MP for Northampton and thereafter experienced a rapid rise to power, becoming Solicitor-General in 1801 and Attorney-General in 1802.

Spencer Perceval var en yngre søn af den irske adelsmand John Perceval (1711–1770), der var den 2. jarl af Egmont. I modsætning til de fleste af datidens britiske premierministre blev Perceval aldrig adlet. I 1930'erne arvede Spencer Percevals efterkommere titlen som jarl af Egmont. At Trinity College, Cambridge, he associated with the evangelical group led by Isaac Milner, being studious and earnest, modest and timid. Having to make his own way in the world, he trained for the bar and practised on the midland circuit.
