The North German Confederation included several territories which had not formed part of the German Confederation : Schleswig, and the Prussian provinces of Posen, West Prussia and East Prussia. German patriots in the thus described North German Confederation, but also in the German states south of the Main line, and among the German speaking population of Austria , had a larger Germany in mind.
North German Confederation: A confederation of 22 previously independent states of northern Germany with nearly 30 million inhabitants, formed after Prussia left the German Confederation with allies. It was the first modern German nation state and the basis for the later German Empire (1871–1918) when several south German states such as Bavaria joined.
Prussia and the German states north of the River Main formed the North German Confederation (1867–70). Besides the authority vested in Prussian King Wilhelm I and Bismarck as head of the federal presidium and federal chancellery, the Confederation’s two legislative bodies—both of which had to assent to new laws—were the Reichstag and the Federal Council.
