The Earl was the eldest son of the 6th Earl of Carlisle and a grandson of the 5th Duke of Devonshire. He had a conventional aristocratic upbringing, and entered parliament as Whig member for the borough of Morpeth in Northumberland, which was controlled by his family, in 1826. He was styled Lord Morpeth from 1825 to 1848.

He gained the title of 4th Earl of Carlisle. Headed by Frederick Howard, 5th earl of Carlisle, the commissioners set out in April, although they knew that the Franco-American Alliance had already been formed. Meanwhile, withdrawal of the main British army from Philadelphia to New York further stiffened American resolve to accept nothing short of independence, which the commission was not authorized to grant.
Frederick Howard, 5th Earl of Carlisle (1748–1825) Lady Juliana Howard (6 July 1750 – 22 January 1849) Carlisle died in September 1758. He was succeeded in his titles by his eldest son from his second marriage, Frederick. His widow Lady Carlisle married as her second husband, Sir William Musgrave, 6th Baronet, in 1759 and died in 1795, aged 73.
