Charles Alexandre, vicomte de Calonne was born in 1734 in Douai into a reasonably wealthy family. He had a successful career as a lawyer and his career was in the ascendancy before he became Controller-General of Finances in 1783.
In 1783 Charles Alexandre de Calonne, a provincial noble, became royal finance minister. At first, he, like Vergennes, saw no need to rationalize the royal treasury or to appease the Parlements . By 1786, however, the deficit had become so huge—one–sixth of the total royal budget—that Calonne knew that reforms—meaning more taxes, or at least more loans—could no longer be put off.

Two of these assemblies were convened in the years prior to the revolution: the first in February 1787, the second in November 1788.
