Commanded by Vice Admiral Thomas C. Kinkaid, the relatively small Seventh Fleet was substantially reinforced by Nimitz. Subordinate to Nimitz, Halsey’s Third Fleet provided the covering force. Halsey was ordered to “cover and support” MacArthur’s invasion forces and “destroy enemy and naval forces” that might threaten the operation.
