Russell, John, 1st Earl (1792–1878) British statesman, Liberal prime minister (1846–52, 1865–66). Russell became a Whig MP in 1813. As paymaster general, he introduced the Great Reform Bill (1832).
Russell became prime minister for a second time in 1865, but he resigned the following year in a dispute over the specifics of a second Reform Bill. He then retired to a private life of writing, and he died on May 28, 1878.

Russell issued a letter, later made public, to the Bishop of Durham, attacking both Roman Catholics and Tractarians, and when Parliament met in 1851, he introduced the Ecclesiastical Titles Bill, which in essence banned the new hierarchy.
Even if Lord John Russell shared the English dislike of Catholicism, he possessed to a high degree the Whig insistence on liberty and justice. His sympathy for Irish Catholics was genuine, if somewhat removed from the reality of the peasant’s plight. Russell was in opposition from 1841 to 1846.
