The problem is he said he was unable to start the contract as upwork does not accept the payment, he wants me to start saying he needs to verify is account to continue.

My Upwork account was recently suspended without any prior notification or explanation from Upwork. I’ve contacted support multiple times regarding this issue but have yet to receive any response or resolution.
