Mark Anthony Phillips (født 5. oktober 1961) er en guyansk politiker og tidligere offiser som har vært statsminister i Guyana under president Mohamed Irfaan Ali siden august 2020. Han var stabssjef i det guyanske forsvaret fra 2013 til 2016 og har militær utdannelse fra det britiske militærakademiet Royal Military Academy Sandhurst og fra USA.
