Jan Christiaan Smuts en 1919, chef du gouvernement de l'Union sud-africaine. Ses longs séjours en Europe durant la Première Guerre mondiale l’avaient déconnecté de ses concitoyens. Ceux-ci n’aspiraient pas aux velléités internationalistes de Smuts mais étaient dans l’ensemble assez isolationnistes.
