Empress Matilda. Even if you don’t think women should rule there were “better” candidates than Stephen. Like his older brother, other brother was in the clergy. The Earl of Gloucester, who was illegitimate and I know that church cared about that more than a couple of generations before, but still there was precedent in recent history.
