I don't think the survival of the old emperor would have led to anything. Franz Joseph, if I’m not mistaken, was deeply unpopular with all nations except the Austrians (and probably even with them already) and did not have any influence like Wilhelm II. Another question is what if Franz Ferdinand had become emperor.
